This is a New Rule you can add in to any Fluxx deck.
It says, "Once during your turn, you may discard as many Goal cards from your hand as you choose, then draw that many cards. This is a free action."
This card was first included in Fluxx Special Edition (for mass market) in 2012, and created as a loose promo in the spring of 2014 so people could add it to their other decks.
Sliding this new rule card into our Fluxx deck completely changed how the endgame feels. Being able to trade useless Goal cards for fresh draws once per turn keeps you from getting stuck holding junk. It's a free action, so it never costs you your actual play for the turn.
Using this as a free action to dump dead Goal cards and redraw has saved me more turns than I expected. Being able to discard any number at once keeps your hand from clogging with goals you'll never hit. It slots into the deck without slowing the game down.
Finally, a way to actually cycle through those dead Goal cards cluttering my hand. The free action wording is a game-changer; I can ditch three useless goals and get three fresh draws without burning my main play. It's now a permanent addition to every Fluxx deck I own.
